Temporary Part-Time Building Inspector
Building Department

SUMMARY:  Under the general direction of the Chief Building Official, responsible for a variety of residential and commercial building inspections based on codes, ordinances and legislation and for enforcement of the same.  Although employees assigned to this classification may have a particular area of expertise (i.e. plumbing/gas, electrical, building) it is expected that they will become familiar enough with the workings of the other areas to provide “back-up” assistance as needed.  The position requires sound judgement and integrity.

DUTIES AND RESPONSIBILITIES:

Conducts residential and commercial inspections including, but not limited to: electrical, plumbing/gas, septic systems, swimming pools, oil burners and buildings.
Insures that the appropriate codes, ordinances and regulations are effectively enforced.
Issues a wide-range of permits and licenses including: Sunday sales, plumbing, gas, electrical, building.
Conducts inspections of a health-related nature including food service establishments, septic systems, day care centers, foster homes.
Prepares and updates records and reports in a timely fashion.
Receives citizen questions and complaints and takes the appropriate action necessary to provide answers.
SPECIFIC REQUIREMENTS FOR THE POSITION:
Must be a high school or technical school graduate or hold an equivalency certificate.  A history of continuing education/training in the building trades is preferred.   A combination of education and experience may be considered.
Must have a minimum of three (3) to five (5) years of experience in the building trades or in the inspection of building construction.

DEPUTY TOWN CLERK
MUST BE A SALEM RESIDENT AND CURRENT REGISTERED VOTER

SUMMARY:  Performs all duties as assigned by state law to the Town Clerk, in his/her absence.  Performs on a daily cash balancing and all other assignments performed by the other clerks.  Assists in supervising other clerks in the department. 

ACCOUNTABILITY: Appointed under the provisions of RSA 498-A by the Town Clerk/Tax Collector and subject to the approval of the Board of Selectmen.  Reports directly to and is accountable to the Town Clerk.

DUTIES AND RESPONSIBILITIES:

  • Performs all the duties of the Town Clerk in her absence.
  • Supervises and answers questions of the full-time and part-time clerks.
  • Keeps all financial records accurately and makes timely deposits to the treasurer.
  • Must have cash handling experience
  • Balances daily all monies and transactions.
  • Receives questions from the public regarding automobile registrations, licensing, dog licenses, landfill permits,  and provides accurate and correct information when answering.
  • Preforms regular duties independently and on own initiative.
  • Exercises judgement and discretion in all areas.
  • Performs routine clerical duties including: updating automobile registrations, filing, licensing dogs, processing permits, water and sewer bills, landfill permits and other miscellaneous general collections.
  • Knows all state laws regarding the above, prepares all necessary documents accurately and takes care to have all the necessary attachments.
  • Has strong computer skills for data input and to retrieve information relative to record updating.
  • Interfaces with other town departments by providing and receiving necessary information to complete assignments.
  • Also interfaces with external organizations, such as the Title Bureau, insurance agencies, State Registry, Department of Safety and automobile dealerships.
  • Issues registrations and other records to the public in accordance with applicable statute, policy and procedure.
  • Utilizes a variety of office machinery, including computer, telephone, fax & copy machines, and calculators. 
  • Issues certified copies of vital records and processes and issues marriage licenses.
  • Assists with election process and responsibilities.
  • Ability to be certified to preform Municipal Agent work and be bonded.
  • Performs related duties as required

  •    Good physical condition; must pass a thorough medical examination and a job related strength and agility test; and

YOU MUST PRESENT YOUR MEDICAL CLEARANCE FORM TO PARTICIPATE.
 
You must pass the Physical Agility Test to be eligible for the written test.
 
WRITTEN TEST will be administered at 1:00PM

 Bring at least two No. 2 pencils with you
If you are a full time NH Certified Officer you are not required to take the written exam or pay the fee but you must pass the physical agility test.
 
OTHER REQUIREMENTS
Successful candidates will serve as a Probationary Police Officer for one year.  Upon permanent appointment you must reside in Salem or within 20 road miles of the Salem Police Department.  Appropriate consideration will be given to candidates with police experience or certification, foreign language skills, advanced formal education or training, or other applicable skills or abilities.

$45,812 - $72,569/yr. reached in six steps. Certified Officers start at $47,185. Advancement to $72,569/yr. based on additional eligibility requirements.

Temporary Certified Backflow Inspector

PAY RANGE:  $20.25 HR-$26.16 HR

SUMMARY:  Under the general supervision of the Deputy Director of Municipal Services-Utilities and direct supervision of the Meter Foreman, is responsible for the survey, inspection and recommendation of backflow prevention devices for residential, industrial, and commercial water customers.  Tests and keeps proper records of these devices.  Has overall responsibility for the cross‑connection prevention program.

DUTIES AND RESPONSIBILITIES:

Schedule backflow prevention device inspections.
Inspect backflow prevention devices in accordance with N.H.D.E.S. requirements.
Conducts cross-connection surveys, as needed.
Maintain all records pertaining to backflow inspections.
Interact with Finance Department in regards to billing for backflow tests. 
Maintain all computer database records pertaining to backflow inspections.
Keep backflow inventory for valves etc., and reorder stock as needed.
Interact with customers, property managers and contractors regarding new backflow installations, problems, inspections and complaints.
Coordinate with Distribution Foreman and Meter Foreman regarding inspections, upgrades and repairs to meet codes and certificates of occupancies.
Participates in the construction, maintenance and repair of the water distribution and wastewater collection systems, to include all facilities and appurtenances of these systems.
Operates equipment associated with the completion of work projects.
Performs other activities of the Municipal Services Department for which he/she is qualified.
SPECIFIC REQUIREMENTS FOR THE POSITION:
A candidate for this position should be a graduate of a senior high school, vocational school or hold an equivalency certificate.
Must be a certified Backflow Prevention Device Tester (A.W.W.A).
Must be a certified Cross Connection Control Surveyor (A.W.W.A) (within two years).
Two or more years of water/wastewater construction and maintenance work experience.

WORKING FOREMAN SYSTEMS-UTILITIES DIVISION
