INTRODUCTION
The Town of Salem, New Hampshire intends to apply for Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) loans through the State of New Hampshire Department of Environmental Services in accordance with provisions of Chapter Env-Wq 500 (Clean Water) and Env-Dw 1100 (Drinking Water) rules of the department. This document addresses the requirements of Part Env-Wq 509 and Env-Dw 1107 of these rules; the Environmental Review.
 
DETAILS of PROJECT
Proposed sewer main work includes replacement of approximately 7,100 LF of sewer main along South Broadway between Main Street and Cluff Crossing Road. Additionally, replacement of an existing 6’x6’ box culvert with a possible 12’ span bottomless box culvert is proposed.  Proposed water main work includes replacement of approximately 5,600 LF (but may include more within the project limits) of aging water distribution main. Work will generally occur within existing limits of roadways, roadside ditches and culverts.
 
The estimated cost of the overall project is $11,650,000. The Clean Water portion of the project is estimated at $8,210,000 and the Drinking Water portion is estimated at $3,440,000. The Town of Salem has applied to borrow up to these amounts from each program in order to finance the project.
 
Whereas this project constitutes only a minor project and no significant environmental impacts are anticipated, a finding of No Significant Impact (FNSI) is proposed.
 
PUBLIC REVIEW
The Town plans to ask voters for authority to borrow monies for the project during March 2018 Town Meeting. A public notice will be published by the Town of Salem and a 30-day comment period will be held in accordance with the CWSRF and DWSRF rules.
